How to control whether an Administrator can "Edit" specific fields in "Edit User"

How to Control an Administrators access to certain fields.  
  1. Find User
  2. Enter Criteria
  3. Click Search
  4. Click security in the actions section to the left of their name
  5. Use + to Expand Functions
  6. Use + to Expand User
  7. Check or Uncheck - EDIT_USER_PROTECTED_FIELDS
  8. Save
Protected fields are First Name, Last Name, Select Available Card Ids Link, Card ID, Prime # and Status
